+++ Catalogue creates clarity regarding duty to participate in System +++ Precise regulations as a means against sub-licensing +++
Cologne. Cologne-based environmental services provider Interseroh has welcomed the catalogue for the classification of packaging subject to participation in the system of the Central Agency Packaging Register (Stiftung Zentrale Stelle Verpackungsregister), which was announced yesterday, and is participating in the consultation process that begins today. For over 400 product categories, it is made clear in the catalogue whether manufacturers and distributors are subject to a duty of participation in a dual system. Previously, packaging was often defined out of the sphere of obligation due to scope of interpretation, for example with individual expert reports. According to CAPR, this has led to a distortion of competition of approximately EUR 200 million per year.
“The catalogue offers a transparent reference system with a significant binding character and is an important contribution to creating fair competitive conditions for all dual systems,” says Markus Müller-Drexel, Managing Director of INTERSEROH Dienstleistungs GmbH. “Thus, all parties involved will now prioritise the search for solutions for less or better recyclable packaging and will thus focus, as a priority, on the innate objective of packaging recycling.”
The mission of the CAPR is to monitor and ensure the legally compliant licensing of packaging. It also has the official task of establishing, on request, whether specific packaging is subject to participation in the system. With the catalogue, manufacturers and distributors of packaging are spared a large number of individual case-related applications to the CAPR and they can find out from the catalogue directly whether their packaging needs to become registered and involved in a dual System.
